New Rochelle Master Developers Release Downtown 'Recommended Action Plan'

NEW ROCHELLE, N.Y. – After months of meetings, discussion and community collaboration, city officials and the master developers tasked with “the most ambitious redevelopment” in New Rochelle history have unveiled their Recommended Action Plan.

For the better part of a year, city officials and the developers at RDRXR have been meeting with local residents to determine what the community sought from the downtown redevelopment of the business district. On Tuesday night, the developers released their Recommended Action Plan (RAP) for a “reinvigorated, thriving and diverse mixed-use downtown and transit center.”

According to city officials, the RAP “includes a report and analysis of stakeholder and community input received through RDRXR’s Crowdsourced Placemaking process, as well as recommendations for zoning code amendments and other complementary programs and investments.”

“The product of months of hard work and extensive community input, the RAP lays out design criteria, height restrictions, planning strategies and infrastructure improvements for different portions of the Main Street area and lower North Avenue corridor,” Mayor Noam Bramson stated. “These recommendations will be the basis for a proposed overlay zone that is likely to come before the City Council by the end of the year.”

The RAP paints a picture of a transit-oriented downtown business district that combines residential, retail and commercial facilities. In total, it is estimated that hundreds of ideas that were generated from thousands of city stakeholders were considered for the final RAP.

The city has been great to work with, and the community has really embraced the opportunity to be involved throughout this open and transparent process,” Donald Monti, CEO of Renaissance Downtowns – half of RDRXR – stated. “The culmination of this model public-private partnership will be a reinvigorated and revitalized downtown for all New Rochelle residents and visitors to enjoy.”

Bramson noted that following the lengthy Crowdsourced Placemaking process, “more than ever before, New Rochelle will be open for business and ready to welcome any investor who shares our vision.”

“The recommendations, the product of months of hard work and community input, will reduce barriers to private investment by establishing clear, predictable development rights, eliminating the high cost of project-specific environmental reviews,” he added. “More than ever before, New Rochelle will be open for business and ready to welcome any investor who shares our vision for a thriving, inclusive downtown.”
