NEW ROCHELLE, N.Y. – The annual State of the City address has been rescheduled again for Tuesday, March 24, at 7:30 p.m. at the Davenport Club on Davenport Avenue. The speech’s original date was snowed out, and the first rescheduled date conflicted with other community events.
