New Rochelle Special Election Seen As Key County Legislative Battle

A special election for a vacated seat on the Westchester County Board of Legislators is set for Tuesday, April 24.

Democrat Terry Clements and Republican Jim Freeman  are running for the county’s District 11, which comprises parts of New Rochelle and Pelham. 

The seat has been open since longtime Legislator Jim Maisano, a Republican, resigned to take a job as Westchester County’s director of the Department of Consumer Protection.

The special election represents what may be Democrats’ best chance in years to take back the seat after Maisano held it for two decades. 

Democrats hold a voter enrollment advantage and enjoyed 2017 victories in Westchester that included the county executive seat and a solid 12-person majority on the 17-member legislature
