To celebrate his lengthy, impressive career, which spans more than five decades, Carroll received this year’s PERF Leadership Award at a national conference earlier this month, which “is given annually to a police executive in recognition of their significant contributions to departments around the world.”

Carroll joined the New Rochelle Police Department in 1993 after spending years with the New York Police Department. Since joining the department, he has been a champion for increased use of technology and stressed the importance of community policing.

Under his leadership, the department posted the lowest amount of violent and property (Part 1) crimes in more than five decades. The New Rochelle Police Department has also received the prestigious IACP Webber Seavey Award for Quality in Law Enforcement in 2005 and the IACP-Cisco Community Policing Award in 2011.

Additionally, the New Rochelle Police Department now has a new lieutenant, with Sgt. Daniel Conca earning a promotion after serving the city for several years. Filling his role will be former Officer Mark Trezza, who was also promoted. Sgt. Robert Torr will now serve as a detective sergeant for the department.
