New Rochelle Competition Seeks Design Submissions For Armory Site

NEW ROCHELLE, N.Y. – The City of New Rochelle is sponsoring a three-part Waterfront Gateway Design Competition to redevelop the 2.92-acre site of the historic military armory.

The competition seeks design, planning and re-imaging proposals for the armory site and two adjacent parcels on Echo Bay.

Built in 1931, the armory site is located on the edge of the city’s downtown, on Route 1.  It has been abandoned for many years.

A jury of architects, planners and public officials will select the winning proposal, which will likely become the basis for the site’s development.

Phase one welcomes architects, designers, developers, urban planners, students and community members from around the world to make a proposal.  The first phase seeks visionary proposals and innovative development solutions for the site that links the commercial and residential are to the waterfront of the Long Island Sound. 

This first phase of the competition asks project teams to submit architectural renderings, site plans and no more than two pages of written documentation outlining their proposal for the site. It is expected that all proposals will emphasize high-performance sustainable infrastructure, and appropriate and responsive programming for the site. 

“Design teams are encouraged to partner with a developer for the project as the winning team will realize their project in consultation with the City of New Rochelle, which is the owner of the armory and surrounding waterfront landscape,” the city said. “Successful phase one entries will be given an opportunity to rectify any shortcomings with respect to their qualifications prior to commencement of Phase two.”

Submissions from individuals, students and non-licensed firms are welcomed during phase one; however, finalist project teams proceeding to phase two of the design competition must include at least one licensed architect and a developer partner.

The final submission date for phase one is Aug. 5 at 12 a.m. – all entries must be postmarked by this date.

Submissions will be juried the week of Aug. 5 and announced on Aug. 9.  Teams will be selected to move to phase two of the competition and will have until Aug. 23 to announce a developer partner to remain in the contest. 

Teams will then be invited to make a presentation to the jury on Oct. 4.  In phase three, finalists will be selected and each will be awarded a $5,000 stipend to further their designs and make a final submission in-person to the jury.
