New Rochelle State of the City Address: 6 p.m. New Rochelle Mayor Noam Bramson will deliver his 2013 State of the City address at the Davenport Club, 400 Davenport Ave., New Rochelle. The evening begins with a cocktail and networking hour at 6 p.m. followed by dinner at 7 p.m. The speech will begin at 7:45 p.m. and is open to the public at no charge. Seating is limited and one a first come, first served basis. Admission is $35 in advance and $40 at the door.
